Major 900-space car park approved for Cardiff Bay regeneration scheme
Cardiff Council has appointed GOLDBECK Construction to deliver a major new multi-storey car park as part of the ongoing regeneration of Atlantic Wharf in Cardiff Bay.
Located at the Red Dragon Centre on Hemingway Road, the Atlantic Wharf MSCP will provide around 900 parking spaces across six levels. The development is designed to support the wider transformation of the area, with construction completion scheduled in 2027.
The new car park forms a key piece of infrastructure within the Atlantic Wharf masterplan, which is set to reshape a significant part of Cardiff Bay. Positioned as a gateway to the regeneration area, the facility will play a central role in supporting increased footfall, improved accessibility and future development.
Its location, close to both the waterfront and key transport routes, has been identified as strategically important in enabling the wider scheme to function effectively as it evolves.
Design and Delivery
The project will be delivered as a full design and build contract, with GOLDBECK responsible for the detailed design, manufacture and installation of the structure.
The six-storey facility will feature two external ramps and a full deck configuration, alongside comprehensive external works including hard and soft landscaping. The architectural design will incorporate a distinctive naturally anodised twisted fin façade, developed to provide both visual impact and integration with the surrounding environment.
The external design team includes Arup and Rio Architects, supporting a coordinated approach to both engineering performance and architectural quality.
A key aspect of the scheme is its focus on energy and future mobility. A comprehensive strategy has been developed in collaboration with Arup, incorporating a significant provision for electric vehicle charging alongside integrated photovoltaic panels and battery storage systems. This approach is intended to support the transition to low-emission transport while improving the operational efficiency of the facility.
The inclusion of these systems reflects a broader change in how car park infrastructure is being designed, with increasing emphasis on energy generation, storage and flexibility.
A Landmark Scheme for Cardiff
For GOLDBECK, the project represents a major commission in South Wales and builds on its growing presence in the UK market. The company will deliver a full turnkey solution, combining systemised construction methods with integrated design and engineering expertise.
The scheme will be closely watched as an example of how modern infrastructure can support large-scale urban regeneration, providing not just capacity, but a platform for future growth.
