LHC Procurement Group joins forces with National Retrofit Hub

The National Retrofit Hub (NRH) is proud to announce LHC Procurement Group (LHCPG) as a new Programme Partner, bringing further procurement insight and capacity to strengthen the national drive for faster, fairer and more effective retrofit across the UK.

Procurement is one of the most influential yet underused levers in unlocking retrofit delivery. As highlighted in the NRH’s State of the Nation Review, outdated and fragmented procurement practices are consistently cited as a key blocker to delivering high quality, socially valuable retrofit at the pace and scale required.

This partnership with LHCPG marks a step change.

Established in 1966 to improve social housing standards, LHCPG is now a national not for profit organisation managing public sector frameworks worth more than £1 billion. With a clear commitment to local delivery and community benefit, reinvesting surpluses into the areas it serves, LHCPG brings a powerful combination of procurement knowhow and purpose driven delivery.

In 2025, LHCPG launched its Retrofit and Decarbonisation Framework (N9), supporting local authorities, housing associations and public bodies to tackle energy efficiency and carbon reduction with confidence. The framework enables collaboration, compliance and access to trusted suppliers, including proactive measures to bring SMEs into the fold.

This new partnership is built on shared priorities:

• Improving the quality and consistency of retrofit delivery
• Embedding social value in procurement and delivery
• Accelerating local delivery at pace and scale
• Unlocking access for SMEs and diverse supply chains

The NRH is particularly inspired by LHCPG’s ongoing work to enable SMEs to access larger scale retrofit opportunities. By offering proactive support and guidance, LHCPG helps smaller organisations build the skills and capabilities needed to confidently join and succeed in public procurement frameworks. This commitment to inclusion and capacity building is central to the NRH’s vision of a retrofit market that works for everyone.

Across the NRH network, procurement has been consistently highlighted as a barrier to effective and equitable retrofit delivery. Challenges include embedding social value, upskilling supply chains, and enabling local authorities to commission at scale. Through this partnership, the NRH and LHCPG will work together to co-create practical, scalable solutions to these challenges, bringing LHCPG’s deep procurement expertise into NRH working groups and wider collaboration.
